Well, the Ke ~ 2-6 for wood, but if there were a high voltage arc (short) then the integrity of the molecular structure would be compromised, possibly forming permanent conducting paths.

Perhaps it was a support structure for a conductive material overlay ?

You can use nickel or silver-based electrode paint that is available from electronics stores. I ocassionally see it at Fry's as well. Amalie,

I suspect the PCBs are in the paints and / or adhesives, but I don't know the site at all.

Burning it off would probably cause partial oxideation and lead to more problems. If it is in the paint or adhesives, it will probably have to be scraped off and disposed.
